Active Citizens Fund - Call #1

Starting 4th of June 2020, a modification to the current Call #1 was made (Corrigendum no.1) in order to increase the project grant rate up to 100% of the total eligible costs of the project.

The Active Citizens Fund Romania programme is part of the EEA and Norway Grants 2014-2021. The objectives of the Programme are to strengthen civil society and active citizenship and to empower vulnerable groups. ACF Romania will pursue a long-term development of the civil sector's sustainability and capacity, stepping up its role in promoting democratic participation, active citizenship and human rights, while strengthening bilateral relations with organizations from the Donor States (Iceland, Liechtenstein and Norway). The Programme has a total allocation of 46,000,000 Euro.

The overall objective of the EEA and Norway Grants 2014-2021 is to reduce economic and social disparities, and to strengthen bilateral relations between the 15 beneficiary countries and the Donor States.

The Programme is administered by a Consortium composed of Civil Society Development Foundation, Romanian Environmental Partnership Foundation, Resource Center for Roma Communities, PACT Foundation and Frivillighet Norge, acting as Fund Operator designated by FMO - Financial Mechanism Office of the EEA and Norway Grants.

 

Call #1 - Civic participation in underserved areas

In the attention of the Applicants to Call #1 - Clarifications regarding the Annex 2a - Project budget, Correlations+Limitations worksheet 

In case the total value of the budget (grant + co-financing) exceeds the maximum amount allowed for the selected type of grant, please DO NOT take into account the message The maximum amount allowed for the selected type of grant you want to apply is exceeded, if all other messages are“OK”, in the Correlations+Limitations worksheet.

The objective of this Call is to stimulate civic engagement in underserved areas and for underserved target groups.

The Call is launched under the Programme Outcome 1 - Strengthened democratic culture and civic awareness and covers two areas of support of the Active Citizens Fund Romania, respectively „Democracy, active citizenship, good governance and transparency" and „Environment and climate change".

Eligible applicants are exclusively Romanian, legally established non-governmental and non-profit organizations (NGOs).

Project grant rate can be up to 90% of the total eligible costs of the project.

According to Corrigendum no. 1, starting 4th of June 2020, the project grant rate can be up to 100% of the total eligible costs of the project.

Therefore, starting 4th of June 2020, when filling in the budget (Annex 2a), please DO NOT take into account the messages“The maximum allowed for grant is exceeded. Please diminish the grant requested”, ”The minimum requested for co-financing is not respected. Please increase the co-financing” and ”The maximum allowed for in-kind contribution is exceeded. Please correct” which will appear in the Correlations+Limitations worksheet.

APPLICATION DEADLINE

Ongoing application process with three evaluation sessions and three application deadlines for each of the evaluation sessions:

● 11 March 2020; 16:00 (Romanian time) for 1st evaluation session
● 11 November 2020; 16:00 (Romanian time) for 2nd evaluation session
● 30 June 2021; 16:00 (Romanian time) for 3rd evaluation session

Ongoing application and evaluation of projects once they are received:

● 27 April 2023; 16:00 (Romanian time)

RAPID RESPONSE GRANTS

Small NGOs are supported to enhance civic engagement in underserved areas and for underserved target groups.

There are strongly encouraged partnerships between small NGOs and more experienced NGOs that are already active at grassroots level, as well as with other stakeholders.

Protection of the environment and climate change shall be supported only as part of measures to promote civic participation, advocacy, social innovation and active citizenship.

Related to one of the two areas covered by the Call, there are supported initiatives that best respond to an emerging situation (threat or opportunity) closely related to the public agenda and / or affecting the NGO sector and that requires immediate action.

The essential requirement is to demonstrate the need for rapid reaction in order to solve/counteract the identified situation.

Not restricted to small NGOs; not restricted to underserved areas.
